If you have purchased a motor vehicle, you need to transfer ownership within 10 days of the purchase date.
Documents you will need
Please have copies of the following documents ready before beginning your vehicle transfer application:
- The seller's Vehicle Registration (also known as Vehicle Permit) or Bill of Sale.
The seller must be the registered owner of the vehicle.
- An electronic or digital inspection certificate (inspections are only valid for 30 days after the date of inspection):
- Only Passenger Vehicles (including cars, light trucks - under 4500kg, vans, SUVs, motor homes) need an inspection at the time of transfer.
- Gifted vehicles do not need an inspection.
- Gifted vehicles are exempt from sales tax when:
- gifted from an immediate family member who resides within the province, or
- gifted from an immediate family member residing outside the province and that family member has owned the vehicle for at least 2 years before it entered the province.
Do I need a sworn Affidavit?
- An Affidavit must be completed by both the seller of a vehicle in Newfoundland and Labrador and a person purchasing or bringing a vehicle into the Province, when:
- the purchase price or value upon acquisition of the vehicle is less than the average wholesale value as published in the Canadian Red Book or other publication approved by the Minister of Finance for this purpose; and
- the vehicle is acquired from a person who is not a "registrant" for GST/HST purposes.
- Sales Tax on vehicles must be paid on the greater of the actual price paid or the current average wholesale value.
