Motor Registration Division

If you have purchased a motor vehicle, you need to transfer ownership within 10 days of the purchase date.

Documents you will need

Please have copies of the following documents ready before beginning your vehicle transfer application:

• The seller's Vehicle Registration (also known as Vehicle Permit) or Bill of Sale.
  The seller must be the registered owner of the vehicle.
• An electronic or digital inspection certificate (inspections are only valid for 30 days after the date of inspection):
  • Only Passenger Vehicles (including cars, light trucks - under 4500kg, vans, SUVs, motor homes) need an inspection at the time of transfer.
  • Gifted vehicles do not need an inspection.
  • Gifted vehicles are exempt from sales tax when:
    • gifted from an immediate family member who resides within the province, or
    • gifted from an immediate family member residing outside the province and that family member has owned the vehicle for at least 2 years before it entered the province.

Do I need a sworn Affidavit?

• An Affidavit must be completed by both the seller of a vehicle in Newfoundland and Labrador and a person purchasing or bringing a vehicle into the Province, when:
  • the purchase price or value upon acquisition of the vehicle is less than the average wholesale value as published in the Canadian Red Book or other publication approved by the Minister of Finance for this purpose; and
  • the vehicle is acquired from a person who is not a "registrant" for GST/HST purposes.
• Sales Tax on vehicles must be paid on the greater of the actual price paid or the current average wholesale value.

• If you already have a completed Affidavit, it can be uploaded during the application process. If you have not submitted an Affidavit, MRD will contact you if one is required.

IMPORTANT

• When uploading documents, do not include any banking documentation that contains credit card information (e.g. credit card number, a photo of your credit card, etc.).
• You will be contacted to process the required transfer fee. Outstanding fines must be paid at the time of transfer.
• A person who gives false or misleading information or willfully evades or attempts to evade compliance with the Revenue Administration Act (the Act) or the payment of tax is guilty of an offence and is liable on summary conviction to the penalty provided in the Act.

• Personal information is collected here under the authority of the Highway Traffic Act (HTA) and will be used to issue a Vehicle Registration. Section 6 of the HTA allows Motor Registration Division (MRD) to disclose an applicant's personal information to law enforcement and select federal, provincial and municipal officials. Personal information collected by the Government of Newfoundland and Labrador is protected under the Access to Information and Protection of Privacy Act, 2015. • We will only use the personal information collected or provided as part of this application process for purposes directly related to the operation of the relevant programs and for statistical reports. Collection is under the authority of Section 61(c) of the Access to Information and Protection of Privacy Act, 2015.
• Information you provide us in confidence, both personal and business-related, will be kept confidential unless:
  • you approve its release, or
  • we are required or authorized by laws such as the Access to Information and Protection of Privacy Act, 2015 to release it.
